Department of Homeland Security
The Department of Homeland Security has created a color-coded advisory system so that protective measures can be applied to reduce the possibility or impact of an attack. An explanation of the different threat levels is provided below. When preparing for a certain level, all recommended actions at lower levels should be completed as well.

Red: Severe Risk Severe Risk
  • Adhere to the restrictions announced by authorities
  • Prepare to evacuate or shelter, if instructed
  • Stay alert for messages from emergency officials

Orange: High RiskHigh Risk

  • Review your emergency communications plan with your family
  • Monitor the news for further information and instructions
  • Be patient with delays and restrictions at public buildings

Yellow: Elevated RiskElevated Risk

  • Develop alternative routes for travel between work, home and school
  • Prepare to assist the elderly or those with special needs
  • Update telephone numbers in emergency plan as necessary

Blue: Guarded RiskGuarded Risk

  • Review your disaster supply kit and replace outdated items
  • Be alert
  • Report any suspicious activity to the proper authorities

Green: Low RiskLow Risk

  • Develop an emergency communications plan
  • Stock an emergency supply kit
  • Know where to shelter 
  • Know how to turn off utilities in your home
